The Brooklyn Navy Yard had been considered a trade show venue since its inception and as such was named in a famous New York Magazine article as one of the top five best places in the United States to hold a boat show. Senator Chuck Chambliss of South Carolina had authored this article for a publication entitled US Senate, in which he had indicated that there should be legislation to enable the secretary of defense to award contracts for building ships in Brooklyn, New York.
